ENTREPRENEUR PASS SINGAPORE (Entre Pass)

Non-residents must hold a valid work pass before they can work in Singapore. Employers who hire foreigners without valid work passes can be prosecuted under the Employment of Foreign Manpower Act.

Foreign entrepreneurs who would like to start businesses in Singapore should apply for the EntrePass.
 
Eligibility
You may apply for an EntrePass if you are ready to start and operate a new business in Singapore. All applicants must fulfill these requirements:
  • Company must be registered as a Private Limited Company with the Accounting and Corporate Regulatory Authority - Singapore's national regulator of businesses and public accountants.
  • Applicant to hold at least 30% of shares in the company.
  • Company to have at least $50,000 paid-up-capital. A bank statement, from the Singapore-based company bank account, of at least $50,000 is required for verification.
  • Company must not be registered for more than six months at the point of application.
  • The business must not be illegal.
  • Examples of businesses that will not be considered for the EntrePass include:
  • Coffee shops, hawker centres, food courts
  • Bars, night clubs, karaoke lounges
  • Foot reflexology, massage parlours
  • Acupuncture, traditional chinese medicine, herbal dispensing
  • Employment agencies, geomancy
 
Documents Required
These documents and information are required for EntrePass applications:
 
1. EntrePass Application Form (we shall provide)
a. The proposed company name and address, if the company has yet to be registered with the Accounting and Corporate Regulatory Authority.
b. The applicant must fulfil either of these requirements and provide the required documents:
  • Be sponsored by a well-established Singapore-registered company
    The form must be endorsed with the company's stamp or seal, and signed by the applicant and an authorised officer from the sponsoring company.
  • Alternatively in the absence of a sponsor by a well-established Singapore-registered company, the applicant can furnish a Banker's Guarantee of $3,000 if the EntrePass application is approved.
    The Banker's Guarantee must be issued by a Singapore-based bank, and it must be presented at the point of issuance.
 
2. Applicant's past employment testimonials in English
3. A business plan (not more than 10 pages) with the following:
  • Business Idea
    A summary of the proposed business concept.
  • Product or Service Offered
  • Market Analysis
    The target market in terms of key customers, competition and market growth potential.
  • Market Plan
    How the product or service will be marketed or distributed.
  • Operation Plan
    The resources needed to run the business.
  • Financial Projections
    The projected sales and net profit before tax for three years and breakeven point.
  • Management team
    The key drivers of the business.
  • Supporting documents
    Examples include licensing agreements, product certifications, endorsements etc.
 
4. For companies/businesses registered with the Accounting and Corporate Regulatory Authority:
  • Company's latest business profile/instant information.
  • A bank statement, from a Singapore-based company bank account, of at least $50,000.
 
5. Photograph of the applicant (passport-sized and taken within last three months).
 
6. Personal particulars page of applicant's passport/travel document.
 
Other Documents Required for Married Applicants
These additional documents are required for EntrePass applicants who are married:
 
Applicant Document(s) required
A married applicant with a spouse who is a Singapore Citizen, Singapore Permanent Resident or an Employment Pass holder. A copy of the official marriage certificate.
A married applicant applying for the Dependent's Pass for a spouse and/or unmarried children aged below 21 years who are foreigners. Besides the documents required for a Dependent's Pass application, the applicant must fulfill either of these requirements and provide the required documents:
  • The application must be sponsored by a well-established Singapore-registered company The form must be endorsed with the company's stamp or seal and signed by both the applicant as well as an authorised officer from the sponsoring company. For children aged below 16 years, one of the parents is required to sign on their behalf; OR
  • In the absence of a sponsor by a well-established Singapore-registered company, the applicant must furnish a Banker's Guarantee of $3,000 for each Dependent's Pass applicant. The Banker's Guarantee must be issued by a Singapore-based bank, and it must be presented at the point of issuance.

Note: Dependent's Pass applications should be submitted together with the EntrePass application to facilitate processing.
 
Processing Time
EntrePass applications are jointly assessed by Ministry of Manpower (MOM) and the Standards, Productivity and Innovation Board Singapore. Due to the added complexity as compared to normal Employment Pass applications, the processing time may take about six weeks from the date of receipt of the application. In view of the relatively long processing time, applicants will not be granted an extension of their stay in Singapore upon expiry of their short term visit pass.

Entrepass is subject to approval by MOM.
 
Renewal of Pass
The EntrePass renewal form will be sent to the employer about three months before the pass expires. Please complete the renewal form and mail it to MOM Work Pass Division at least two months before the pass expires.

Incomplete renewal applications will not be processed. The EntrePass holder may have to submit a new application instead.
 
Documents required for renewal of Pass
These documents are required for EntrePass renewal application:
  • Latest audited accounts;
  • Central Provident Fund statements for the employees;
  • Highest educational certificates of employees;
  • Tenancy agreements; and
  • Company registration information from the Accounting and Corporate Regulatory Authority.
 
The following optional documents can be submitted in support of the renewal application:
  • Corporate bank statements for the past three months;
  • Referral letters from customers; and
  • Recent invoices issued/contracts awarded.
 
Assessment criteria
To qualify for renewal, the business venture has to be conducted based on the original declared business plans. Renewals will be assessed based on the following criteria:

  • Company to employ at least two full-time local employees*; AND
  • Company to demonstrate TBS** of $100,000 over the past 12 months.
One year. (Approved for one year for 1st renewal only;
companies must upgrade to a "P" by second renewal.)
 
* The full-time local employees need to possess at least National Technical Certificate (NTC2), National ITE Certificate (NITEC) or vocational qualifications obtained after at least two years of full-time studies.

** Total Business Spending (TBS) = [Total Operating Expenses - (Royalties/Franchise Fees/Know How Fees to Overseas Companies + Work Subcontracted to Overseas Companies + Remuneration to Applicant & Immediate Family)]
